Thank you for your email - these are excellent topics.  Two of your items are already on the agenda for 9th - Marina Security and Kite Festival traffic.  I'm including Ann in this response as she will be Acting for Cliff in his absense.

I wanted to chime in on this... 
 
As stated in past meetings the Safety Committe is a priority to the Berkeley Boat Owners and we would like to know who the new Chair is...
 
I would also ask the Waterfront Commission considier addressing the following issues:

*	The recent shooting in H's Lordships parking lot on July 21st 

*	The loss of the Berkeley Police Marina Officer position  

*	The emergency closure of the Marina entrance on Sunday as a result of the overwhelming Kite Festival traffic. 

*	Night Time Harbormaster position

Some suggested proposals:

*	Is there a possibly of using the funds for the Police Officer to pay for private security? 


*	Private security cost 1/3 of a Police Officer and would provide more coverage (Seven days a week). The Security Officer in turn could call police when necessary.

*	Is there a possibility of closing H's Lordships parking lot after the restaurant closes? 


*	That area is very scary at night and there is no reason for people to be parking there after the restaurant closes and park curfew hours. 

*	Is there a possibility of reinstating the night time attendant (Assistant Harbormaster) to patrol the parking lots and answer calls for service? 


*	It appears we have the same amount of Assistant Harbor Masters working as we did when they had an night time Attendant working, but all of them are working 8am to 5pm 

*	This could potentially save money in the long run having them respond to water breaks or other problems instead of calling in Public Works in the middle of the night and being charged overtime fees (ie: broken pipe - turn of the main till morning and have parks crew repair pipe) 

*	 The Kite Festival has now become a very large event rivaling the 4th of July. The traffic was overwhelming and forced the police to close the west bound lanes of University for over 30 minutes on Sunday to allow the cars to leave safely. This trapped berthers, restaurants/hotel patrons and park users from entering the Marina for over 30 minutes. 


*	Next year have a better traffic management plan in place. 

*	Next year have more police officers for traffic management 

*	Next year if you are going to allow the charities and the Hotel to charge for parking, work out a plan to keep the Kite Festival Patrons out of the remaining lots. It was obvious that the Kite Patrons were using other parking lots throughout the marina to avoid paying for parking.

Meanwhile, three more agenda items for next week:
 
1) Action item: Berkeley Ferry terminal location and implementation timeline. I have materials for the packet that I can drop off this morning, and some wording for a possible recommendation to Council will follow. I'm imagining three parts to our recommendation: 
 
a) Recommend that the council express a preference for the DoubleTree hotel location for the Berkeley Ferry terminal to the Water Transit Authority.
 
b) Recommend that Council request that the study now in progress by WTA should take into account the cost differential between building a new terminal at the other two candidate sites (Hs. Lordships and Fleming Point) v. using existing facilities at Doubletree. 
 
c) Recommend early start-up at DoubleTree, ahead of the 2010 WTA time-line. This is realistic because there will be no new breakwater or channel construction, no new environmental disturbance, and very minimal shoreside and float construction required to initiate the ferry service from the DoubleTree location.   
 
(Depending on how one interprets the enabling legislation for the Waterfront Commission, we may be in a position to communicate these preferences directly to WTA instead of or in addition to Council recommendations. Personally I think it's pretty clear that interactions with other waterfront-related planning authorities is part of our charge, but this seems to be a minority opinion...) 
 
2) Discussion item: Policy on use of westbound U. Ave. for event exit. (There were quite a few complaints about Sunday afternoon - missed reservations, incorrect info from police, etc. etc.) 
 
3) (maybe) Has there been any progress on the revised bids for the H- and I-Dock replacement? Unless there is some very good news, it might be time to start seriously considering a change in strategy for the dock replacement plan. As you know, I favor the scenario in which I-Dock becomes a dedicated fish boat dock, the houseboats move to the end of K-dock, and G- and J-Docks are extended into the space left by the old H- and I-Docks to provide at least the same number of new berths as the current proposal. (more berths, actually, and in a much more marketable size and location, and for what will probably be significantly less cost.)
