Cameras also require that additional staff be available.  If an  incident 
occurs, it requires that staff go back thru "miles" of pictures in  order to get 
to the pictures taken at the time of the incident.   To have someone sitting 
at the monitors all the time is clearly  unrealistic  All this is extremely 
costly and time consuming.
