You realize that you can’t use the Ticket Booth from the Ferry Dock. You will need to consider the following:

Gates (East and West Bound) 
Traffic Diverters (To divert traffic into one lane in and out) 
Lighting (Sufficient to illuminate the Kiosk and area surrounding it)

These are all one-time capital improvement costs, and are properly amortized over some period of time - just like dock replacement. Let's say the guard shack, gates, etc. cost $100K. Debt service on Cal Boating loans is about $70,000 per million borrowed, so we're only talking $7K per year if we can borrow money for this at comparable rates. 

How much are talking per year for the security service? $80K? The extra $7K (or perhaps more realistically, $10K at commercial interest rates) is not a deal-breaker by any stretch of the imagination. Especially considering the clear positive effect that decent security will have on all the businesses in the marina. 

(Do guard shacks really have to have bathrooms and central heating these days?  And why the need for traffic diverters? I'm imagining four gates total, two for each direction.)
