Amortization:

Capital Improvement cost amortized over time is a wonderful way to go. If
the Marina can figure out how to do that and repair the docks, then we could
use that model to build the guard shack.

 

Diverters/Gates/Lighting:

The roadway would have to be choked to two lanes in and out to be effective.
The traffic Island is too wide to place the Guard Shack in the middle of
University Avenue. Most likely you would have to divert all traffic to the
west or east bound lanes to reduce it to one east and one west bound lane
with the Guard Shack in the middle. Because of the traffic changes you would
have to install additional signage and lights to warn drivers (Liability).

 

Employee Working Conditions:

Since there is no bathroom in the area. how would you expect the employee
(Probably union) to be able to take bathroom breaks? The contract could be
written that the Security Company relieves their own employees, but you will
add about 15% to the overall cost, which over a year would pay for a
bathroom. Heating the guard shack is another issue. It gets to be in the low
50's here.. Are you seriously suggesting that the building not have heating?

You realize that you cant use the Ticket Booth from the Ferry Dock. You
will need to consider the following:

 

*	The Building (Heated  Probably a Bathroom) 
*	Gates (East and West Bound) 
*	Traffic Diverters (To divert traffic into one lane in and out) 
*	Lighting (Sufficient to illuminate the Kiosk and area surrounding

These are all one-time capital improvement costs, and are properly amortized
over some period of time - just like dock replacement. Let's say the guard
shack, gates, etc. cost $100K. Debt service on Cal Boating loans is about
$70,000 per million borrowed, so we're only talking $7K per year if we can
borrow moneyfor this at comparable rates. 

 

How much are talking per year for the security service? $80K? The extra $7K
(or perhaps more realistically, $10K at commercial interest rates) is not a
deal-breaker by any stretch of the imagination. Especially considering the
clear positive effect that decent security will have on all the businesses
in the marina. 

 

(Do guard shacks really have to have bathrooms and central heating these
days? And why the need for traffic diverters? I'm imagining four gates
total, two for each direction.)
