Since you brought it up,I would like to know more about the dock repairs. It
appears you are referring to the Dock replacement program. D they have
something moving forward to repair existing docks, which is what I was
referring too in the previous email.
As you know, there are over 85 cement floats in this marina that need
replacement. Cost estimates have been well over $500k just to bring the
docks up to a state of nominal. That is going up daily based on cement
costs, which are currently some of the highest on record.
So far I have heard them talk about trying to do a Cal Boating Loan instead
of cash for the repairs, but it doesn't look like anyone has applied for the
loan. Is someone finally moving forward with that?
As far as the guard shack I will reserve debate until I see something in
writing. Based on the other capitol improvements in the marina if we see a
guard shack it won't be for several years and we will have time to talk
more.

The marina has figured that out - it's the Cal Boating loan. We are about to
spend close to $10 million on dock replacement projects. The guard shack and
necessary gates, if your $75K estimate is correct, is less than one percent
of that expense.
Diverters/Gates/Lighting:
The roadway would have to be choked to two lanes in and out to be effective.
The traffic Island is too wide to place the Guard Shack in the middle of
University Avenue. Most likely you would have to divert all traffic to the
west or east bound lanes to reduce it to one east and one west bound lane
with the Guard Shack in the middle. Because of the traffic changes you would
have to install additional signage and lights to warn drivers (Liability).
I don't follow the logic here. The existing turn-around cuts in the center
divider are fairly wide, and I don't see a problem putting the guard
shacknear the middle of the road with gates that restrict traffic to one
lane each way only after hours when the guard shack is in use. In any case
this level of detail is best left to the landscape architects and traffic
engineers.
Employee Working Conditions:
Since there is no bathroom in the area how would you expect the employee
(Probably union) to be able to take bathroom breaks? The contract could be
written that the Security Company relieves their own employees, but you will
add about 15% to the overall cost, which over a year would pay for a
bathroom. Heating the guard shack is another issue. It gets to be in the low
50s here. Are you seriously suggesting that the building not have heating?
The volume of a guard shack is very small, and a simple electric space
heater should handle 50 degree weather just fine.

should have a vehicle, and should be able to close down the guard shack
temporarily to patrol around the marina as necessary.So a bathroom break is
no problem. Presumably the security person will carry the key to marina
bathrooms.
