Actually it's the Finance Subcommittee, not the full Commisison. The Waterfront Commission meets on the second Wednesday of the month. 

A very important topic, though. The critical issue might boil down to whether a non-profit organizaiton (like a yacht club or a berther association) can big against a commercial marina management company on equal terms. Perhaps a public service /community outreach requirment, which is a very reasonable thing for the City to write into the bid evaluation criteria, would give the non-profits a deserved advantage.
