I'd try to take the less confrontational approach with the current marina
staff. I suspec they're getting extraneous things like fireworks tucked
into their budgets.
I'd think the most productive thing is to lobby to have the expenses sheet
broken out as suggested earlier. Then if there's mismanagement it'll show
of it's own accord.
