Here is a complete text of the Berkeley Municipal Code regarding speeding
vessels and unnecessary wakes:

*Section 6.20.170 Vessel traffic within the marina.*

** *    A.    All vessels approaching or within the marina area must be
operated in a safe and prudent manner and in no event shall the entrance to
the marina be blocked by general boating activities or fishing.*
*    B.    The speed of any vessel within the marina breakwaters shall not
exceed five miles per hour, and no person shall operate a vessel upon the
waters of the marina in such a manner that the speed thereof creates an
unnecessary or excessive wake.*
*    C.    No vessel shall be operated in such a manner as to interfere with
the operation of another vessel. (Ord. 6674-NS § 1, 2002: Ord. 6645-NS § 1,
2001)*

I Don't know what constitutes too much or fast or not. However recently
when my 35 ton boat starts to rock as a boat goes by that's a bit
different.

That just happened this afternoon when the sport fishing boat 'Flying
Fish' just went by around 3:45pm

Worth noting? I don't know.
