Janet - thanks for the history on this ... It makes better sense now.
Keith- When I said general fund I was referring to the Marina General Fund,
not the City's. As I understand it the Marina is a stand alone District (I
can't recall the formal name for it), which doesn't allow it to draw any
funding from the City. Supposedly the City can't touch the Marina Funds
either. Janet has the experience and knowledge and can probably explain it
better than I.
