Good to hear from you. I have been attending the Waterfront Commission
meeting for the last several months. We formed the Berkeley Boat Owners
Association last summer as a result of fee increases and lack of
maintenance.

Up until the last meeting they were contemplating a 14% berth rate increase.
This was on top of the past 12% last year and 7.5% the year before that. It
appears they are now going to ask for an 8% increase in July.

So back to the Pegasus....

I haven't received any emails since November of 2004. Since Jan of 2005 I
haven't seen kids on the boat, although I have seen several crew cruises
during the the same time. According to the Boosters they haven't been on
your boat since the Fall of 2004, although last Monday they did tell me you
are in contact with them again.

When the Pegasus came up in the Waterfront Commission meeting the first
thing I said was that I support the program and believe it is good for our
community, but are they still taking kids out?

So with the above in mind my question was why are we giving away $5500 a
year to a program that is not providing a Community Service? I suggested
that they have you address the above before approving your fee berth again.
They tabled the matter until the next meeting.

Later speaking with Paul Kamen and Brian Leary in regards to the
bigger picture I suggested that the Waterfront Commission not just
rubber-stamp free berth requests unless the non-profit is providing a
substantial service to the Community. An example: Should the marina give
free berths to a boat that only takes 50 kids a year out. Using a 50 foot
vessel as an example, that would equate to over $100 per child the City was
spending for the service.

On Monday the Berkeley YC took out kids from the Boosters and they told me
you were in contact with them again and had scheduled sails.

Friday I spoke with Paul and was told that you have returned to the US. I
understand that you have purchased the Pegasus from the Nautilus and are
submitting for Non-Profit status. Paul reassured me that the boat would
continue its past practices and affiliations with Shorebird and the
Boosters.

Based on this you will have my support for your free berthing.

I look forward to seeing you soon and hopefully crewing on occasion.
