Hello Marvin,

 

My name is Keith Samse, and I live on a boat in the Berkeley Marina
(legally).  I am also a member of the Berkeley Boat Owners' Association.  I
have a couple questions from the Comprehensive Annual Financial Report for
the City of Berkeley for the year ending June 30, 2005:

 

1.	On the statement of net assets, there is a Due To Other Funds marina
liability of $699,474 - can you tell me what fund loaned this money to the
marina fund, what it was for, and the payback schedule?
2.	On the Statement of Revs, Exps, & Changes in Net Assets, the Marina
had $22,984 in Transfers Out.  Can you tell me what it was for and what fund
did it go to?
3.	On the Statement of Cash Flows, there was an Interfund Advance to
the Marina fund of $519,682 and an Interfund Repayment of $42,837.  Can you
explain what these were?
4.	Because of cuts in City revenue from the state & feds, cities are
forced to become as creative as possible in charging enterprise funds for
internal services.  Is it possible to get a copy of the detailed costs
charged to the Marina Fund for internal services and all services provided
by any other city fund?
5.	Related - does any money flow directly from the marina fund into the
general fund, or indirectly from the marina fund through the internal
service fund(s), and then into the general fund?
6.	Is it possible to get a copy of the 2005/2006 budget for all city
funds in the most detailed line-item format?
