The ferry will be a 149-passenger 25-knot catamaran, two of which are now being built up in Washington for WTA (at a cost of $8.5 M per boat!!!).  149 passengers is not as big as some of the Hornblower boats already using the marina. The ferry would most likely be on an hourly schedule during morning and evening weekday commutes. So I don't think there would be any real change in harbor traffic congestion.
